You can get it in Celadon City. From the Pokémon Center, go around it and walk west, making yourself behind the houses. One of the houses has an entrance at the backside. Go inside of there, walk up all the stairs, and go into the small house on the roof. Talk to the man inside of here. He will tell you a long story but will eventually give you the TM. |
